2. Voyage Tax

As of 21^st of June 2019, §36 of the Harbor Act grants the municipality the authority to tax vessels visiting ports or maintaining aquacultural installations in municipal waters. This applies to both private and public vessels.

The municipality has delegated this task to the Harbor Board in §11 of the document “Vedtekter for Sortland Havn”, dated 14.06.2012 (subject to change). Introducing voyage tax and related case processing fees are decided in municipal regulations.

Vessels are required to pay 0,15 NOK per gross tonnage, with a minimum charge of 150,- NOK.

3. Payment for use of infrastructure

There are different fees depending on what category a vessel belongs to. The minimum harbor charge is set at 315,- NOK (smaller fishing vessels are exempt, see section 3.2).

3.1 Seafarer’s tax and harbor charge

3.1.1 Discounts

Discounts may not be combined.

The discounts for operating in Sortland’s waters and Sortland Harbor are the following:

3.1.1.1 Volume discount

Companies with ships that visit Sortland Harbor at least once per week regularly, and with a gross tonnage of at least 2000, are given a 40% discount on each voyage tax charge and 30% on harbor charges.

3.1.1.2 Cruise ships

Cruise ships from the same shipping company are given a 20% discount on voyage tax charges after five visits in one calendar year.

3.1.1.3 Scheduled cargo ships

Scheduled cargo ships are granted a 25% discount on voyage tax charges and harbor charge when they are scheduled to visit for at least six months.

3.1.1.4 ESI discount

Ships registered in the ESI (Environmental Ship Index) are granted a discount. The discount applies for ships operating within the ESI-certificate’s duration. The discount varies depending on ESI-score:

25-49 points ESI score	25% discount on voyage tax charges and harbor charges.
50 or greater ESI score	50% discount on voyage tax charges and harbor charges.
Tanker with segregated ballast tanks	30% discount on voyage tax charges and harbor charges.

3.1.1.5 Smaller fishing vessels operating out of Sortland

Fishing vessels with less than 350 gross tonnage registered in Sortland and operating out of a private dock are billed 8,000 NOK annually.

3.1.1.6 Volume discount for trucks

Trucks transporting goods for a customer are given a discount on vehicle charges, depending on how often they pass through the harbor in a calendar month.

3.2 Remuneration for use of municipal waters

Harbor charge for leisure- or fishing vessels 15 meters long or less.

Leisure vessels use the GoMarina app to pay.

Electricity, water, and waste management is included (does not apply to vessels with considerable value for aquaculture).
